Collaboration
The introduction of the Police Reform and Social Responsibility Act 2011 (PR&SRA) placed new duties on Commissioners and Chief Officers to consider collaborate where it is in the interests of the efficiency and effectiveness of their own and other police Force areas.
Section 23D of the PR&SRA 2011 also states that Commissioners must hold their Chief Constables to account for acting under the terms of the collaborative agreement.
The Commissioner for Dyfed-Powys works with the other Welsh Police and Crime Commissioners through the All-Wales Policing Group. Since August 2020 the four Police and Crime Commissioners in Wales fund the post Head of the Policing Unit in Wales to deliver some of the partnership, strategic engagement, and related governance agenda.
Since early 2025, the 4 Police and Crime Commissioners in Wales have established a Police Collaborations Oversight Board, which provides opportunity for joint scrutiny and oversight of the performance of collaborations affecting police forces in Wales. It will focus on ensuring collaborations are providing value for money and demonstrable benefits for the people of Wales, working to achieve the vision for Policing in Wales.
National Collaboration Agreements
All Forces in England and Wales, British Transport Police , Civic Nuclear Constabulary and Police and Crime Commissioners collaborate on projects to co-ordinate, support and combine policing services. Support is provided by the National Police Chiefs' Council and College of Policing.
